The corporate secretary should to it after every meeting.
Every shareholder and board meeting.
You can do it yourself if you are the corporate secretary. In some states, the president may not also act as the corporate secretary.
My wife sometimes acts a corporate secretary for a fee. Contact me if interested, I can ask if she can do it.

At a minimum of at least once a year. Your S-Corp book should tell you the date your Corp was established and you must have a meeting on or before that date each year. Once you start turning a profit, anytime you meet with the board you should make an entry
